All of the above are useful. However skills do not exist in isolation. Skills are only meaningful in context and are better understood as capabilities - the capacity to act in a particular situation. Attempts to develop generic skills such as literacy and numeracy are frequently overly optimistic. They require supporting elements such as

• purpose
• knowledge
• systems, and
• culture

Thinking and learning it is more useful as generic skills than literacy and numeracy.
